This month's chart pattern isn't indicative of a healthy Dow, even with the expected rate cut from the Fed tomorrow.  Based on historical chart patterns, the Dow is only at 42% probability of an uptrend for the month, the stable range is usually between 60%-80% -- way off the normal range.
